ELEKS Rolls Out Beta Version of e-Excise Monitoring System

March 5, 2025 — Software development company ELEKS has completed the MVP build of e-Excise, a digital platform designed to track excise goods, and has now opened it up for public testing. The rollout is a significant step towards updating how Ukraine regulates its alcohol and tobacco sectors and shows how ELEKS is continuing to build government grade software systems.

At its core e-Excise is meant to track tobacco and alcohol products through their lifecycle — from production or import point all the way to end consumer — by replacing old fashioned paper excise stamps with secure digital markers. The platform was designed for scale as well as security, it integrates with state registries and businesses have a way to manage compliance through an API that keeps data accurate and visible in real time.

Key technical advancements

What stands out most is the speed: ELEKS took the system from concept to production-ready MVP in three months.

During the current trial phase you can try out:

  • Businesses and individual users sign up in the electronic system.
  • Grant access permissions to representatives of business entities.
  • Request unique identifiers for goods made domestically, log details on items imported from EU.
  • Connect with government state registries.
  • Test API integration against economic operators’ own ERP systems.
Seeing our product being recognized by the Ministry of Digital Transformation is what drives us. Thanks to our amazing team for their hard work and dedication!

ELEKS' track record in public-sector work

Public-sector digital transformation is a longstanding focus area for ELEKS, which works with governments to simplify operations and improve how services reach citizens. The company's specialties include document handling, data protection, and process improvement, backed by more than two decades of experience on eGov initiatives, including excise, tax, and transport modernization projects across the UK and Crown Dependencies.

About the initiative

The broader Excise Project aims to tackle Ukraine's shadow market in tobacco and alcohol sales, functioning as a long-term reform effort intended to curb black-market activity in excisable goods and boost excise tax revenue for the state budget. More details are available at e-excise.org.ua.

The project is being carried out by Ukraine's Ministry of Digital Transformation, working alongside the Ministry of Finance and the State Tax Service of Ukraine. It operates under the Digital Transformation Activity (DTA), backed by USAID and UK Dev funding, with the East Europe Foundation (EEF) and the Institute of Analytics and Advocacy serving as implementing partners.
