18 October 2024 — ELEKS won out in a competition of local and international software companies to be the technology partner for Ukraine’s government on a major digital project (eExcise). The system will give stronger control over how alcohol and tobacco products move through the country.

The contract was won through a tender run by DTA (Digital Transformation Activity) and puts ELEKS as software partner for Ukraine’s move to electronic excise stamps. Paper-based excise stamps will be phased out entirely in favour of electronic stamps with unique codes so the excise goods market should become much more transparent: licensed producers will be able to generate DataMatrix-coded stamps and apply them onto alcohol and tobacco products straight away — there will be no paperwork and it will all be much simpler than it has been in the past.

What the system will do:
  • Electronic activation of stamps when tax is paid.
  • Give government bodies stronger oversight over excisable goods.
  • Increase budget revenue by shrinking the shadow market. Let consumers check product information themselves through Diia app.

The project brings together Ukraine’s Ministry of Digital Transformation, the Ministry of Finance and State Tax Service of Ukraine; USAID and UK Dev funding under the Digital Transformation Activity umbrella; East Europe Foundation and Institute of Analytics and Advocacy as implementing partners on the ground.

Work will continue into 2025, and the initiative is expected to change how Ukraine processes alcohol and tobacco excise, close gaps in the system that have existed for decades and leave a mark on the country’s economy.

Our team is working hard to move this project forward and hit the first milestone before EOY 2024.

ELEKS builds a wide range of solutions for public-sector clients — governments and institutions as they modernize. Document management, task tracking, data handling, cybersecurity and business process optimization are just some areas where ELEKS focuses its efforts to change how public services work. Based on years of work with government bodies in several countries, the company has helped public institutions become more transparent, secure and efficient by using modern technology and strategic planning. For more than 20 years ELEKS has worked with Teleologica on eGov projects in the UK and Crown Dependencies (excise, tax and transport systems) to modernize them.

About the eExcise project

The eExcise is an innovative electronic excise stamp system being developed for Ukraine to replace traditional paper stamps for alcohol and tobacco products. Designed to enhance transparency and efficiency in the excise goods market, the system will use unique DataMatrix codes for improved government oversight, potential increase in budget revenues, and consumer verification via the Diia app.
