Iraq — August 2025 — Global tech development company ELEKS has once again teamed up with longtime partner Lifeline Logistics to launch a new phase of work on Iraq’s HRMS (Human Resources Management System) overhaul. This is part of the U.S. Army PEO C3N Product Lead Allied Information Technology program and another step forward in Iraq’s wider push towards digital modernization.
At the heart of this phase is a move to a new scalable HR platform on the .NET framework, replacing older infrastructure. The reason for this is simple — better system performance; smoother user experience; easier integration with newer technologies in the future. Iraq’s ERP systems will have more staying power while tightening up operations across finance, HR, and logistics functions.
The current push builds on a follow-on FMS contract awarded to ELEKS and Lifeline Logistics in July 2025. That deal extends the two companies’ work on Iraq’s HR systems and keeps joint technical teams stationed in country for a 30-month engagement upgrading government software systems.
Instead of patching old manual HR processes and outdated databases, the project brings a unified digital platform built for security and scale. Areas that will see direct improvement are:
- Personnel records management.
- Payroll and benefits administration.
- Coordination and oversight of several government ministries.
Beyond the technical upgrade, the initiative is expected to build institutional capacity, reduce opportunities for corruption, and bring higher professional standards to how military and civilian personnel are managed. It also fits with broader U.S. policy objectives around supporting institutional reform in Iraq and deepening regional security partnerships.
ELEKS has an office in Iraq as part of its ongoing work helping governments, enterprises and institutions around the world navigate digital transformation.
