Government agency increases productivity 50-fold through digitalization
Summary
Jersey tax reforms demand digital transformation from the Customs
teleologica sought a reliable technology partner to deliver transformative digital solutions for the public sector. Its partnership with ELEKS began in 2001 with a pilot project and has since developed into a strategic alliance.
teleologica engaged ELEKS to develop the flagship Customs and Excise System for the Administration of Revenue (CAESAR II) for the Jersey government. Following tax reforms, most consignments arriving on the island became subject to tax collection. The project team re-engineered customs processes to help the government manage significant capacity growth while controlling operating expenses.
A flagship revenue administration system for the States of Jersey Customs and Immigration Service
teleologica and ELEKS developed CAESAR II, a comprehensive system that manages import GST and administers and collects customs and excise duty. CAESAR II supports all Customs and Immigration Services processes required by legislation. The system enables integration between government and business systems at the transactional level.
ELEKS delivered the project within a demanding timetable set by the fiscal reform strategy. CAESAR II automates the entire transaction cycle between the government and customs applicants. The system now enables the Jersey customs department to process over 10,000 consignments per week, up from about 200 previously. Since launch, teleologica and ELEKS have implemented several updates, including a 2015 release with a new responsive public interface.
CAESAR II significantly improves productivity and reduces bureaucratic processes
With the launch of CAESAR II, the government agencies saw an instant 50x productivity increase with the capacity to accommodate future growth. The system enables fast, straightforward electronic submission of manifests and declarations before goods and cargo depart, while offering various payment options, from cash and cheque to online debit card and BACS.
Currently, CAESAR II automatically processes 98% of freight consignments. Its analytical reporting tools offer clear insights into customs performance and goods movement trends. The system minimizes administrative burdens for both government and businesses.

ELEKS provided outstanding and detailed analyses of our processes, and they went above and beyond to help us get a better overview of the pain points and challenges. Their analysis was extremely well performed and will help us greatly with implementing a new system in the near future.
They do work to a very high standard. They apply information engineering disciplines to the work they do, and they do understand how important it is to meet customer expectations. I think those are the things that matter most about ELEKS and that have been instrumental in their remarkable growth and success.
ELEKS successfully took our vision and processes and built a solution to meet our future needs. Now, eTracks is well positioned to enable its long-term strategic vision of aligning business processes and technology to meet tomorrow’s recycling challenges.
